India and Russia on Wednesday discussed the use of space monitoring technologies for risk forecasting and emergency response during the second meeting of their joint commission on cooperation in the field of emergency management in Moscow, according to a government statement.
During the meeting, both sides signed a work plan for the commission to be implemented during 2025-26, he said.
“Both countries agreed to implement this Plan during 2025-2026 and also decided to continue the exchange of best practices and lessons learned in the field of Disaster Management,” the statement said.
The Indian delegation, led by Minister of State for Interior Nityanand Rai, and the Russian side, headed by Minister of Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia) Aleksandr Vyacheslavovich Kurenkov, held the second meeting of the Commission in Moscow on Wednesday.
During the meeting, three key issues were discussed within the general framework of cooperation: the use of space monitoring technologies for risk forecasting and emergency response, the exchange of experiences in response to large-scale disasters, and cooperation in the field of training fire and rescue specialists.
Both delegations expressed interest in intensifying joint efforts to develop greater cooperation in the field of emergency management, exchange best practices in emergency management, including disaster monitoring and forecasting, and training of rescue and firefighting specialists.
They also expressed their intention to expand cooperation between the eminent educational and research institutions in training specialists in the field of emergency management in both countries.
“This work plan will give an additional impetus to bilateral efforts and pave the way for modernization, mutual assistance in strengthening early warning systems and capacity building of both countries in emergency preparedness, prevention, response and planning,” the statement said.
It was said that this meeting is important to chalk out a strategy to implement previous agreements between India and Russia such as the Intergovernmental Agreement (IGA) for cooperation in the field of Emergency Management in December 2010, and the regulation to establish the Indo-Russian Joint Commission for Cooperation (2013) in preventing and eliminating consequences of emergency situations.
Both sides also expressed their intention to hold the next meeting of the Commission in India in 2026.
The first meeting of the Indo-Russian Joint Commission on Cooperation in the Field of Emergency Management was held here in 2016, it was reported.
During the meeting, Rai expressed India’s commitment to the Sendai Framework for substantial disaster risk reduction in the country and Prime Minister Narendra Modi’s 10-point agenda on Disaster Risk Reduction, he said.
